Law enforcement and intelligence agencies are keeping a close watch on protests and gatherings during the upcoming BRICS Summit in Delhi, with particular attention to student, minority-rights, international-solidarity and community groups, government sources said on Thursday.

According to the sources, vigilance will remain high following the protests by the Cockroach Janta Party (CJP) last month, after which different groups have triggered protests in Lutyens’ Delhi.

The primary focus would be on mobilisation by student communities, minority-rights groups and international-solidarity networks over issues concerning Palestine and Gaza, Iran and West Asia, the Russia-Ukraine conflict, Manipur, minority rights, human rights, identity and self-determination.

Groups, including the Fraternity Movement, Muslim Students Federation (MSF), AIRSO, DSF and the Jawaharlal Nehru University Students’ Union (JNUSU), among others, have figured in previous solidarity programmes, the sources said.

Any mobilisation may remain decentralised, short-notice and media-oriented rather than forming part of a single unified anti-BRICS campaign, according to the assessment cited by government sources.

Locations traditionally used for demonstrations or symbolic action, including Jantar Mantar and other high-visibility or iconic locations.

Any fresh geopolitical, communal, identity-related or human-rights development during the summit period could trigger symbolic protests, campus programmes, marches, candlelight vigils, press events or demonstrations near Jantar Mantar, diplomatic missions or other media-visible locations.

Government sources said the watch will be on Kuki, Meitei and other North-East community, student and civil-society groups also as they could also mobilise in Delhi-NCR in response to any fresh violence, rights-related development, political announcement or viral social-media content concerning Manipur or the North-East. Such mobilisation could take the form of solidarity gatherings, candlelight vigils, press conferences, marches or snap demonstrations.

Similarly, agencies will also keep a close watch on farmer, labour and trade-union mobilisation, particularly any specific call for a march, dharna or movement towards Delhi during the Summit window.

There will be additional precautionary security review for few nations’ delegations.

Security agencies are expected to pay special attention to Chinese delegation-related security, including Tibet-linked protest indicators, possible movement and attempts to stage protests near the Chinese Embassy, hotels or VVIP routes.

The Delhi University Students’ Union (DUSU) election period could further increase political activity, mobilisation and counter-mobilisation among rival student organisations, the sources said. The competition between campus groups, alongside ongoing educational or political issues, could lead to demonstrations, confrontations, provocative campaigning or efforts to gain publicity during the summit.
