Security agencies have flagged a continuing threat campaign by Lashkar-e-Taiba (LeT)-backed proxy groups, which are allegedly using online platforms to intimidate Kashmiri Pandits, migrant workers and government employees in Jammu and Kashmir.

According to top intelligence sources, outfits such as the United Liberation Council (ULC), The Resistance Front (TRF) and the People’s Anti-Fascist Front (PAFF) are functioning as online fronts for Pakistan-based LeT, using digital platforms to publish private phone numbers, vehicle details and residential information of targeted individuals to create fear and panic.

Online Threat Campaign Against Kashmiri Pandits

The proxy groups have been targeting beneficiaries of the Prime Minister’s Special Package, with security agencies assessing that the objective is to intimidate Kashmiri Hindus, force them out of government employment and disrupt ongoing peace efforts in the Valley.

Terror handlers are also pushing a continuous online narrative, portraying non-locals and returning minorities as demographic threats. Security agencies believe such rhetoric is aimed at creating divisions among local communities and providing ideological cover for targeted attacks against unarmed civilians.

In a fresh online threat issued on September 10, 2026, the United Liberation Council (ULC) allegedly warned Kashmiri Pandits against separate settlements and accused them of being part of a “demographic" plan in Jammu and Kashmir. The message, circulated online, claimed that the group had details of individuals, including their whereabouts, family connections and daily activities, and issued threats against them.

Security agencies are examining such online intimidation campaigns as part of a broader effort by terror-linked proxy groups to spread fear among targeted communities and create pressure through digital platforms.

Shift Towards Small-Arms Hit-And-Run Attacks

With increased military pressure and fortified security installations making large-scale attacks more difficult, LeT handlers have shifted focus towards small-arms hit-and-run attacks against vulnerable targets, sources said.

The strategy involves targeting workers, women and minority personnel in unfortified spaces, allowing attackers to carry out isolated strikes while avoiding direct confrontation with security forces.

Digital Anonymity Used To Build Hybrid Terror Modules

Intelligence inputs indicate that online handlers, including individuals such as Ahmad Bilal, are operating behind digital anonymity to recruit people without prior criminal records.

These recruits are allegedly being used to create hybrid terror modules designed to carry out isolated strikes, making detection and tracking more difficult for security agencies.

Security Agencies Intensify Counter-Terror Operations

The Jammu and Kashmir Police and central intelligence agencies are carrying out digital footprint analysis to track IP nodes, identify origin points and trace handles involved in leaking employee data and issuing online intimidation, according to top intelligence sources.

Security forces have also intensified physical surveillance, static security deployment and patrol coverage around migrant worker colonies, transit camps and vulnerable government offices across the Valley.

Counter-terror networks are conducting intelligence-led operations to identify sleeper cells, dismantle support logistics and foil planned attacks before proxy elements can execute strikes.
