The High Court passed the order on Sept 9 after a TTAADC employee approached it claiming that he had not received retirement benefits amounting to Rs 16.03 lakh.

The Tripura Tribal Areas Autonomous District Council (TTAADC) stopped the salaries of its Group A and B officers following a Tripura High Court order in a case involving Rs 16.03 lakh in retirement dues owed to a former council employee.

The council made the decision public on Wednesday, days after Chief Executive Member Chaitanya Murti issued an order directing that the salaries of all Group A and B officers “shall not be released until further order".

The High Court passed the order on September 9 after a TTAADC employee approached it claiming that he had not received retirement benefits amounting to Rs 16.03 lakh after superannuation on January 31, 2025.

The council had told the court that the state Finance Secretary needed to be made a party to the case and that it could not release the money unless the state government routed the funds through the Finance Secretary.

But the court, after taking assistance from the Advocate General, was told that the TTAADC is an autonomous body with its own funds and does not require the Finance Secretary’s permission to release the money.

When the council’s lawyer again argued that the Finance Secretary should intervene to facilitate the payment, the High Court directed the TTAADC Chief Executive Officer, Finance Secretary and district treasury officers to examine the issue and take necessary action.

The court also ordered that the TTAADC CEO’s salary be withheld and directed that salaries of the council’s employees and officers be stopped, with Group C and Group D employees exempted, until the matter was resolved.

What The TTAADC Order Says

Acting on a September 11 communication from the High Court’s Deputy Registrar, Murti issued the September 17 order stating that salaries of all Group A and B officers under the council would not be released until further orders.

The case will come up for hearing again on October 5.

Opposition Hits Out

The development has drawn criticism from the opposition, with CPI(M) MLA and Leader of the Opposition in the Tripura Assembly accusing the Pradyot Debbarma-led Tipra Motha Party (TMP) government of failing to manage the council’s finances.

“It is most unfortunate and disgraceful that the TMP-governed tribal council has failed to pay monthly salaries of the officials on account of a fund crunch," he said.

He alleged that the episode reflected the party’s inability to run even an autonomous tribal council.

TTAADC Poll Context

The Pradyot Debbarma-led Tipra Motha Party swept the TTAADC elections held in April, winning 20 of the council’s 28 seats.

The development comes just days before elections to 587 village committees under the TTAADC, which are scheduled for September 28.
