In a sweeping crackdown triggered by the deadly collapse of a PG building in Satya Niketan, the Municipal Corporation of Delhi (MCD) has demolished 543 properties, sealed 178 more and slapped 354 show-cause notices for unauthorised construction — all within a 17-day window between September 6 and September 23, 2026.

The scale of the enforcement drive was disclosed by MCD in a compliance affidavit filed before the Delhi High Court on September 24, in response to the court’s directions following the collapse of Property No. 14 in Satya Niketan on the afternoon of September 6.

According to the affidavit, MCD issued 205 sealing show-cause notices and 98 formal demolition orders during the same period, a pace of enforcement the civic body says reflects its response to the court’s order to “intensify actions against unauthorised constructions and misuse of premises."

The Building That Triggered It All

The crackdown follows a troubling admission buried in the affidavit: the building that collapsed had no sanctioned building plan on record with MCD at any point in its existence.

Constructed in phases — the ground, first and second floors, along with part of the third floor, dating back to 1970-80, and the basement and remaining third floor added in 1997-98 — the structure was load-bearing, with walls just 4.5 inches thick and no RCC frame.

MCD says it had received no complaints against the property since 2001, despite it operating with shops on the ground floor and a PG hostel above since 2007.

101 Illegal PG Hostels Found In One Neighbourhood Alone

A subsequent inspection of 300 properties in Satya Niketan uncovered PG accommodation running in 101 of them. Three buildings — Nos. 74, 75 and 76 — have since been declared structurally dangerous, though their owners have secured a court stay against the notices.

Ten more properties have been flagged as vulnerable and ordered to undergo structural audits by IIT or DTU experts within 10 days.

A City-Wide Problem

MCD’s affidavit widens the lens beyond Satya Niketan: a survey across Delhi’s 12 zones has identified 2,453 PG buildings housing an estimated 50,529 occupants in 32,247 rooms — of which only 730 have verified sanctioned building plans. Four buildings have already been declared dangerous, 30 require major repairs and 91 need minor repairs, with a further 85 flagged for close monitoring.

In a related citywide exercise, MCD says it surveyed nearly 4 lakh properties across 670 colonies for commercial misuse of residential premises, uncovering over 21,000 violations.

Accountability Push

On the question of responsibility, MCD says five officials — from the Deputy Commissioner of South Zone down to the Junior Engineer — were placed under suspension within a day of the collapse. A magisterial inquiry ordered by the Delhi government is underway, and MCD says further departmental action will follow once the probe concludes.
